There is a fellow who goes in Freenode #gnomesword and #sword by the
name Adyeths who has such a tool.  Rather than use the Sword-
distributed WEB module, he constructs his own WEB with it.  I don't
have any other contact info for him; you'd have to look him up
yourself.  He's irregularly in channel, but was around last evening.
