If you check the lib\vcppmake\vc7.1 directory, it has the VC++ 2003 
project file.  If the version in SVN doesn't work, it may not be 
updated.  The version in the last release should work.

I believe that the icu-sword SVN module is also necessary to compile the 
VC++ projects.
