I don't quite follow what link you are trying.  The link to the software 
for Windows is given as: 
http://crosswire.org/ftpmirror/pub/sword/utils/win32/ on the module-making 
instructions page, and this link seems to work OK.  The instructions are 
at: http://www.crosswire.org/sword/develop/swordmodule/index.jsp and again, 
this link seems to be OK.
