[sword-devel] win32 utils public release

Stepdump seems to work nicely, but step2vpl crashes and writes an event to
the logs mentioning:

The application, , generated an application error The error occurred on
08/22/2002 @ 16:01:59.875 The exception generated was c0000005 at address
0044755F (u_terminateWChars_2_0) 

If you want the gory details on the error, just let me know.
