I'm not sure who the CVS admin is, but in case they don't know, here's how 
one could do it:

o setup sword-cvs mailing list
o cvs checkout CVSROOT
o edit CVSROOT/loginfo:

(this should be one line:)

ALL     (echo "----------"; echo -n $USER" "; date; echo; cat) | 
/usr/bin/Mail -s "[sword-cvs] %{sVv}" sword-cvs@sword.sourceforge.net
