As I understand it, copyrights are tied to international conventions, so 
some countries wanting rights not covered in the conventions will add what 
are called neighbouring rights. Not a true a copyright, but close to it. 
There are also conventions for neighbouring rights that countries can join 
separately from the copyright conventions. Some of these are for performer 
and broadcast rights.
