Do we need to extend this to all or more punctuation e.g. full-stops (periods) and question marks?

IN Armenian they use what we call colon (:) as a full-stop/ period
In Greek they use what we call semi-colon (;) as a question mark

Issue raised by Troy regarding encoding the quote mark used in an 
original text.  Main interest for Troy was no having to know the mark 
tradition for each language.

<q mark="the mark character here"> is provided with OSIS 2.1

While this works it can get a bit wordy for every quote.

Suggestion was made regarding putting a default mark somewhere in the 
header.

Patrick and Troy are going to work on a proposal for that syntax off 
line and post to the list.
