[osis-core] Why do we still have the enumerated type="paragraph" on <div>?

Todd,

It's not for that type of paragraph.  99% of the time, you should use 
<p>.  The only cases in which you would use the paragraph divType are 
when you are encoding a work (like a book of laws, for example) that 
uses paragraphs as part of the division and reference scheme hierarchy. 
  These types of paragraph divisions (<div type="paragraph">) can have 
multiple of the more usual typographic paragraphs (<p>) embedded within 
them.
