[osis-core] <div> allows <p> and <lg>

Guys,

Jim Albright has pointed out that the schema allows, within a <div>, 
both <p> containing <lg> as well as <p>, followed by <lg> and then 
followed by <p>.

Each is a valid choice in the current schema.

As I recall, this was to allow <div>s that consist solely of <lg>s but 
also to support <p> containing <lg>s.

Obviously having both in one text can be problematic for stylesheets.

Can prohibit in prose, not as certain about in W3C Schema.

Rough guess is that one could have alternative <div> models, one that 
allows <p> but not <lg> and one that allows <lg> but not <p>.

Could also simply force <lg> to be inside <p> in all cases. A little 
more markup for cases where all that is desired is <lg> but does keep 
down the special models (and renaming new elements, etc.).

Comments, suggestions?
