[osis-core] citation paragraph?

Patrick,

There a bunch of these sorts of cases, the guys at SIL maintain a pretty
long list of these sorts of paragraph and divisions.

I think if we are going to add one we need to evaluate the whole list
and not just add enumerated types one at a time.
