[osis-core] osisCore.1.9.9.7 - enumerated types for <identifier>

Patrick,

I thought the conclusion on the type attribute for <identifier> was to
leave it with the enumerated values that we had in OSIS 1.5 and reserve
the opportunity to relax it to xs:string in the future after additional
consideration.
