[osis-core] xml:lang and <language>: final call

Sorry, did not have time to fix the regex between my post this morning 
and the one to Chris. This is the OSIS: problem? I think Chris is right, 
my regex needs another "?". Will just start at one end and insert them 
until it works. ;-) (teasing)
