Troy,

Because you intent is to mark a point rather than a container and
because <p> is intended as a "container" either in the xml sense or in
the milestone start and end sense, I would suggest that you use <lb/>
with a type="x-lineBreak".  

Alternatively you could use <milestone/> with a type.
