[osis-core] Better late than never!

Guys,

Finally finished a redraft of an ISO spec so am turning to the OSIS 
Users Manual.

Just output the latest version (.06), which I would like to whip into a 
beta release by this coming Thursday night.

I have more than one project due by the AM so won't have the luxury of 
calling everyone as we work through this revision of the manual. Sorry 
'bout that but I am rather pressed for time.

Would be quite helpful if everyone would use the section numbers with 
their corrections or suggested content.

EX: 12.5 catchWord: Should have the following example:

(example goes here)

I won't have time to hunt down where suggested text should appear.

Realize this will be a beta release but would like to make it as strong 
as possible.
