[osis-core] Annotations and Extending the Schema

Patrick,

If that is the only issue then we could just make osisRef a list the
same way that osisID is a list.

If we do make osisRef a list of the current structure then you could use
<reference osisRef="Deut.3.1@ch14-Deut.3.1@ch45
Deut.3.1@ch55-Deut.3.1@58" type="catchword"/> for the cases as an
alternative to <catchWord> and handle the cases where there is an
ellipsis.

We should check with the rest of the group for other issues.  Either
they should be using <note> for annotations and are not or there are
other issues you and I are not aware of.

Should be a subject for discussion in Dallas.
