[osis-core] Add "section" as one of the approved types for <div>

Patrick,

I think we should stay away from to many defined values to <div
type="manyvalues">.  However, I certainly think that we could be well
served by a few more options.  If we have "chapter" as an option then we
should have "section".  I would also argue for more.  

I don't think that they are carrying styling information, but rather
information about the structure and if we have more "approved" values
then we will tend towards more consistent encoding.
