[osis-core] scope on <q>, <p>, <list>, <speech>, and <lg>

Todd,

Still mulling over the scope question. Just to get clear on what 
(leaving how to later) you want to do, is the intent to somehow indicate 
"what" a particular elelment is about as opposed to identification 
(osisID) or reference to another work (osisRef).
