Yes, sorry.  I meant exactly what Todd says here.

Keep ':' for dilimiting between work IDs and intra-work IDs. Keep '-' 
for indicating ranges.  Keep '.' for separating hierarchical elements of 
a an ID.

But, do not add semantics to ':' or '-' so that sometimes it mimics 
those of '.' for dates.
