[osis-core] Dublin Core namespace?

Guys,

Should we include the Dublin Core namespace since we are using Dublin 
Core elements and therefore require DC elements to start dc:? Thought it 
might have some small gain when automatic search software recognizes DC 
elements.

Not an real pressing point but thought while we are making major changes 
that might be one we should consider.
