[osis-core] Alpha attached, needs two regexes - Need to declare xml:lang

Patrick,

At present it is not valid to include a "lang" or "xml:lang" attribute.

I looked at http://www.w3.org/TR/REC-xml 
(section 2.11 Language Identification) and it says "valid documents,
this attribute, like any other, must be declared if it is used".

Correct me if I am wrong but it would seem that we still have to declare
the "lang" attribute.
