[osis-core] OSISForm attribute

Guys,

Proposing that we do the OSISForm attribute but think we should wait for 
2.0 for the feature.

Will only slightly delay the translation version but the risk of my 
introducing typos at this point seems rather high.

Not to mention that I don't have the XSLT transformation scripts ready 
for prime time and that they would change some with the refractoring of 
the schema for August.

Any objections?
