[osis-core] OsisRef problem

Harry,

I opened http://www.ccel.org/ccel/baxter/pastor.osis in XMLSpy.  
I get an initial error that <rights> is not expected as a child of
<work>.  I looked in the schema and there is not child element <rights>
of <work>.

Also I noticed an osisRef with an empty value (osisRef="").  I don't
that will be valid either.
