[osis-core] annotateWork/annotateType

Greetings,

In order to implement Harry's request to be able to say this <div> or 
some other element is about another text (using osisRef as its type) and 
what sort of "about" this portion of text is (commentary, etc) I suggest 
that we add global attributes as follows:

<xs:attribute name="annotateText" type="osisRef" use="optional">

<xs:attribute name="annotateType" type="xs:string" use="optional">

Action: will add as global attributes in release for later today 
(tenative, comments/suggestions?)
