<div> is my primary requirement. But the proposal (which can
of course be changed) is to add the attributes globally, so that,
for example, a <p> could be an annotation.  I thought that if it
is useful for a <div> to be able to say "i am a translation of x" 
it might also be useful for a <p>, <verse>, <lineGroup>, etc.
E.g. <lineGroup annotatedWork="Bible.KJV.Psalm.42" 
annotationType="poeticRendering">

I realize that it gets a little less helpful for phrase-level elements 
such as divineName, so if you prefer, you could just add the attributes 
for <div> or for <div> and other paragraph-level containers. However,
who knows what people might want to do, and it would be a simpler schema
if they were added to the global attributes.

I'm assuming that if annotatedWork is of type osisRef it would be
able to point to a section of another document.
