Patrick,
	Your example was great.  I didn't have any problems with the example. 
Your <head> example was the same as my <verse> example.  I wanted to 
show a real use example.  I wouldn't want <head> to have the milestone 
attributes.


My dissagreement is with the solution.  In my opinion it is not enough 
to say: just use empty elements and treat them as milestones.

I would say that we need to either include this construct or not include it.

Saying XML allows it is not sufficient, if WE add it to the OSIS spec, 
there will be work that needs doing to process text with this construct.

If we don't include it, or some mechanism like it, there will be much 
text (in my opinion) that will not be marked up appropriately.
