[osis-core] Main changes for today

All formatting should be dropped in favor of CSS styles.
All event handling should be dropped.

We should retain some way of joining cells, e.g. colspan
and rowspan attributes of <th> and <td>.

Table should appear tomorrow morning (no guests tonight so should get a 
flying start in the morning). Any objection to dropping all the 
alignment stuff from table attributes?
