<head> has: <head> (to allow multi-part heads), <note>, <seg>.

(Recall that <head> is used by <list>).

Should <head> also contain <abbr>, <divineName>, <foreign>, <name>, <w>?

My first reaction is yes, because low-level stuff always shows up in 
<head> and I suspect people will want to mark it.
