[osis-core] Still unclear when to use <verse> and when to use <seg>.

Todd,

Within a verse, I think there could be phrase level elements that we 
have not provided for and/or that will appear in a future module. If all 
someone needs is the extra <seg> seems like a lot of overhead to move up 
to a more complex system. Thoughts?
