It seems to me that we have bloated the "globalAttributes" attribute group. I am sure I just missed all of the dialog between fire evacuations and unpacking boxes but I am not clear on the purpose for the following attributes: n ews annotateWork annotateType I am also not sure all of these attributes are needed for ALL elements.
