[osis-core] header info format again

Yes, in some cases the attribute will specify a data format,
such as ISO date format, and in other cases it will really
be more of reference system, scheme, or something similar.
But I think one attribute with one relatively generic name
such as "scheme" or "dataFormat" will do the trick.
