[osis-core] osisCore_Candidate.1.1_006 - 4 - annotateWork and annotateType only on <p>, <verse>, and <div>

I would personally leave them in the globalAttributes,
but if the consensus is that it's better to allow them
on as few elements as possible, I would say any text
container and <milestone> as well.
