[osis-core] osisID behavior/usage (not syntax)

Guys,

Separate from the issue of the syntax of an osisID, I thought we need to 
be sure we are all on the same page about its usage.

I have been assuming that:

1. All OSIS elements can have some sort of ID, I assume osisID.

2. An osisID may be simply an internal ID, <div osisID="anIDinside"> 
which is used for some internal purpose, or

3. An osisID of the sort we have been addressing, which self-identifies 
the contained material according to a reference system, i.e., <verse 
osisID="Matt.1.1"> or
<p osisID="Gen.2.1 Gen.2.2 Gen.2.3">, or <p 
osisID="Aristotle.Poetics.Bk2.Sec4">.

4. Given the wide variety of containers and references systems, I am 
assuming we simply document this behavior/usage very well and leave it 
up to users to do it properly? I can't imagine a way to constrain usage 
of unknown IDs (at least to us) with unknown content.

Don't really think this is an issue but wanted to be clear on the 
expected behavior/usage.
