[osis-core] latest version

If it is not clear from the previous email I sent tonight.  I would
suggest that you NOT work from this (the file you attached) and work
from the OSISTEVPsMatt.xml example and/or the html version of the
documentation that Partick sends out.

If you blocked the OSISTEVPsMatt.xml file when you got it because it was
to big I can resend it of send you just a few chapters.  Interested?
