[osis-core] namesOSIS? drop?

I think having a namesOSIS is a good thing and we should keep it.  I also
agree that additional effort could/should be put in to create a complete set
of enumerated values.  If you don't like the set we have I say we keep just
"geographic" and "person" which seem to be common and natural AND drop the
rest.  Then later we can add in more names after OSIS 1.0 based on people
complaining.  In the mean time encoders can use "x-" for name types that do
not fit.  The benifit of having a short list is that we would not have to
support poor choices later on for backward compatibility reasons.
