[osis-core] OSIS Core Requirements now online!

Greetings!

The starting draft for the core requirements for OSIS are now online! I
have summarized and collated our three days of discussion into what I
hope are reasonably recognizable categories. For the most part I kept
the same language as our discussion so we could all orient ourselves to
this document.

Suggestion First: Rather than using the issue numbers I have assigned,
as part of your comments this week, suggest other wording or alternative
issues that should be added to this list. I know we will have to add
others as time goes by but I would rather start with a fairly full list
for us to start working on.

Suggestion Second: Any suggestions on naming conventions would be most
welcome. I made this list up out of whole cloth and any "standard"
method that has been found to be workable would be most welcome.

Once we feel like there is a full enough list of issues (now or after
your suggestions) I will try to collate your responses by issue, twice a
day. That will probably be in the morning (early) and the early evening.
As a practical matter what I will probably do is declare divs for each
issue and set your remarks out under divs under that (one lesser div per
post). Might seem like a lot of hierarchy to track but Emacs does it
largely automatically and the stylesheets don't seem to mind. At least
for the core issues that seems workable to me. (I can be convinced
otherwise.) ;-)
