There is a new version of BibleTime 2.8.0_RC2 on SourceForce and it 
should fix the problem. I removed the old version.

The problem was the the libsword.dll was linked against a debug version 
of the Microsoft runtime libraries. The debug MS library does exist on 
my computer so it ran for me.
