I'm in favor of limiting the translation changes to requiring a restart.  
It's just not that common an operation.  If changing translations on the 
fly is a work-around for bad translations, then perhaps we should try to 
get better translations.  Plus, I don't think the translations affect 
the workflow that much (I live in a bilingual household too) given BT's 
GUI complexity.  Given what was discussed in our last meeting, I think 
there are more pressing matters...but I may be biased since I mainly use 
the English translation.
