[bt-devel] Windows Development Release Updated to 1726

I have updated the Windows build to svn 1726. This fixes the crash when 
making book/chapter/verse change on any book.

There is still a crash when writing into the personal commentary and 
changing the book/chapter/verse. Thomas reported this one. It looks like 
it is in sword and I have sent email to Matthew Talbert about it.
