Summary: OSIS support

Initial Comment:
The support for OSIS needs to be improved.
In detail (referring to OSIS 2.1.1):

-Support all types of the note tag
-Support all types of the hi tag
-Support multiple strongs in on w element

We also need to check for compliance with the 2.1.1 schema.

Moved back to bugs.
Since we can expect modules (esv, net, GerHfa2002, KJV2006)
which make use of the advanced OSIS features we should
support those modules in 1.6.

-multiple strongs are done

Downgrading, this does not neccesarily have to be handled before 1.6.
