I am satisfied with the handbook text now.  It should be finished now
except for some pictures that I need to revise, so it should be safe to
send to the translators.

I would suggest that translators try using kbabel to attempt to reuse as
much of the existing translation as possible.

Only the handbook has changed, so the howto and help dialog can remain
as is.
