The KDE DocBook Authors Guide indicates that the tag <set> should not be
used.  If I take that approach, the existing handbook becomes three or 4
books.  For organization's sake these books would belong in separate
directories and be called from a drop down under the help button.

For example

help
  Handbook
  Biblestudy How To
  Installation Guide
  Help Dialog

We might not need to have the installation guide under the help drop
down as once bibletime is installed it should not be needed anymore.
