[bt-devel] Localisation again

Hi!

I integrated localisation into BibleTime 0.23 and 0.3CVS.

Darwin, could you please add something to the optionsdialog to choose the
localisation support for BIbleTime 0.3 ?
Perhaps you like the way I don it in BT 0.23, but feel free to use better ways
;-)

At the moment BT 0.3 uses KDE's standard language settings to activate
localisation support.

Please test 0.23,
